Yes, but it's a trade-off. Without Hunter armor you still catch trophy fish on the Crimson Isle while sea creatures spawn. Trophy fish only come from catches that aren't sea creatures, so high Sea Creature Chance means fewer trophy rolls. Wearing 2 or more Hunter armor pieces turns on Peace Treaty: you stop catching sea creatures, so far more catches can be trophy fish.
